In Episode 746, Doflamingo makes a speech foreshadowing the final war in One Piece, and mentions all the powers of the world, including Yonkos, Supernovas, the Marines, Warlords, and finally, The Revolutionary Army. This is what we saw:
We see Ivankov, as well as Sabo and Dragon…
This definitely can’t be Kuma, since Kuma has a weird jaw shape.
But after watching One Piece Film: Gold, I’ve come up with this theory.
The Mysterious man is Raise Max.
Raise Max is a man who was imprisoned in the dungeons of Gran Tesoro, and helped Luffy and Franky get out of it.
Proof:
- You can see the resemblance with the face, and the hat, and signs of facial hair.
- Franky mentioned that Max once worked for the Revolutionary Army (He still might).
- Dragon seems to have a thing for weird-looking subordinates like Ivankov and Kuma (No offense), and this could be the case.
- Ivankov was imprisoned in Impel Down. Max was imprisoned in the dungeons of Gran Tesoro. This could be a message from Oda.

Also, watch out for this kid called Rikka in the movie
I have a theory that he was based on Kid Sabo, with the tooth gap and all.
He fights with a pipe too.
